IT-Centrum runs the Microsoft 365 environments for five Swedish municipalities, spread across four Entra tenants and around 30,000 user accounts. They assumed they had reasonably good control. Then they checked.

• 41% of accounts were not signing in as expected

• Nearly 2,800 disabled accounts no one could explain

• 20 service accounts with high privileges and no known owner

• 32% of licences sat on accounts that never signed in

Four months after installation, the cleanup had freed up around SEK 200,000 a month in licences no one was using, and accounts that could sign in but never did were gone. The key was not the tool alone, but how IT-Centrum delegated visibility and ownership to the people who actually know the accounts.

"You can never manage or secure something you don't know exists," as Samuel puts it.
